Having looked through some "other DEs" I found that while /usr/share/backgrounds looks like some default or other, it is probably only the default for gnome 2. KDE uses /usr/share/wallpapers and lubuntu uses /usr/share/lubuntu/wallpapers... not sure what lxde itself defaults to. I do not know what unity or gnome3 looks at as I can't run them (I shouldn't say that, I have replaced a video card since). Any DE, so far as I know, can use backgrounds from anywhere that is accessible so long as the user knows the location. So perhaps the thing to do is to look at background packages and see what they do for placement. I could only find two which both say they are gnome specific... so no help.
