cpu scaling on laptop doesn't work

Bug description:
ubuntuStudio release amd64 on HP Pavilion dv9640us. Default Jaunty
install, cpu's are at 100% & fans are full-bore. I installed powernowd
and cpufrequtils and still no luck. A clue is that there is no laptop
/ battery icon's in my system tray.
