If there's any code in there owned by the Free Software Foundation, they'll pursue violations of the GPL for you: have their lawyer write an appropriately phrased letter, etc. Otherwise, it's up to the copyright holders to do that (which I encourage them to do: the GPL only has teeth if people give it teeth).
