What do you mean by "uClibc contains a link to LGPLv3"? Where?

However, to answer your question, uClibc as a whole is LGPLv2.1 only.
Specific files may be under less restrictive licenses though, e.g., LGPLv2.1 or 
later, BSD, etc.
