only mips define and use TLS_DTPREL_VALUE and TLS_TPREL_VALUE 
(ldso/ldso/mips/elfinterp.c), powerpc define but not use. removing mips 
architect specific is ok, for other architectures, it only means we include 
dl-tls.h but not use.
