There was a small change to inetd that may have broken rsync IIRC.

Edit user/inetd/inetd.c and find the following,  and re-enable the code:

        #if 0
                /* Don't redirect stderr to stdout */
                if (fd != 2)
                  dup2(fd, 2);
        #endif
