Have a look at

        vendors/SecureComputing/vendor.mak
        vendors/SecureComputing/*/Makefile
        vendors/config/config.dev

For how we do this for various things.

The files are included by many targets, not just secure ones,  and manage
the romfs.post step for all of them as needed (with the ::).  Does this meet
your needs ?  Means that BFIN (or whatever) users who do not want the extra
processing just don't include the bfin specific file and do their own thing.
