I don’t think he is referring to an application that runs on both platforms,
but code that can be compiled with different compilers. The short answer is
yes, you can. However, there may be slight changes in memory management code.

If your uClinux runs on an embedded platform let say ARM, you will compile the
application using an ARM compiler. So you cannot run the application on your
desktop linux unless you have some kind of ARM emulator.
