I think moving to a fixed grid ala Google would be a wiser tiling system, both because you can re-use the tiles in your own client-side cache, and you provide the possibility of high-load WMS servers getting cache advantages themselves by using a cache like squid.

Instead of requesting the entire image on a pan only the areas not available from the previous render are requested. So if you pan over a 20 pixels and up 1 then there will be 1 request for 2 pixel by screen height and 1 request for 1 pixel by screen width. Its not full tiling yet but if can give a more pleasant panning experience.

This can be turned off in the preferences if it is annoying or the WMS puts something like a legend in every render.

I noticed that uding is making weird wms requests for itty-bitty images:

SERVICE=WMS&LAYERS=topp:major_roads&EXCEPTIONS=application/ vnd.ogc.se_xml&FORMAT=image/ png&HEIGHT=1&TRANSPARENT=TRUE&REQUEST=GetMap&BBOX=-125.85734902073375 , 50.7484403495322,-66.0883694686618,50.81063491722426&WIDTH=960&STYLES =&SRS=EPSG:4326&VERSION=1.1.1

(width 6)
SERVICE=WMS&LAYERS=topp:major_roads&EXCEPTIONS=application/ vnd.ogc.se_xml&FORMAT=image/ png&HEIGHT=431&TRANSPARENT=TRUE&REQUEST=GetMap&BBOX=-66.0883694686618 , 24.00477624194538,-65.77739663020148,50.81063491722426&WIDTH=6&STYLES =&SRS=EPSG:4326&VERSION=1.1.1
