Layer view should be disabled for page+Map printing map view

After selecting File->Print from the menu bar a page+Map printing map view page
is created. When this page+Map map page is active, one can turn on and off
layers in the layer view, but nothing changes in the map view. Either this
functionality should be disabled in the layer view or a warning should be given
or the functionality should work.
