Those tools are indeed the Axios plugins, a recent version of which are
available on the community update site:
  http://udig.refractions.net/update-community
In the documentation section of the website there is a "walkthrough 1"
page with a pdf that explains how to install them if you don't know
eclipse rcp updating.

Please note these tools are new, experimental, subject to change, to eat
your data, to set your computer, desk, office, building, block and
watershed on fire and otherwise fully lack any guarantees. Kind of like
that national government up your way that's been on holiday for 100+
days. So BACKUP your data and tread carefully.

That said, we've been guessing at their design and how to make their use
efficient. There is some infrastructure we will need to get right to
make their use really 'user-friendly' and undoubtedly other improvements
to make along the way. So if you have feedback, please let everyone
know.
