To get an completely translation (almost 90% as you can see in the babel site) 
you need to include: 
BabelLanguagePack-eclipse-es_3.5.0.v20091121043401.zip 
(this file is included in extras-3.5.1.zip)

and the following additional files
BabelLanguagePack-modeling.emf-es_3.5.0.v20091121043401.zip 
BabelLanguagePack-tools.gef-es_3.5.0.v20091121043401.zip

Our procedure was unzip those files in the udig/plugins and udig/features, 
because in the udig/dropins the translation didn't work.
