Description:

There is no way for the merge tool to match the selection tools abilities to select and refine the selection and otherwise stage features for the merge operation.
Changing to a Selection > Merge workflow allows fine grained feature selection (eg, bounding box, Shift+click with selection tool, table view).
The merge tool can then be focused on the user input needed to kick off the merge.
