I think that maintaining different community spaces (1.1; 1.2; 1.3) is a good way to control whether the community plugin "X" is compatible with the new uDig version. I guess only the community developer can grant that. (I know that Spatial Operation will not work. Moreover, I guess only Andrea know if Grass plugins are compatible with 1.3)
