Well Frank, myself and moovida have been working away on the locationtech_ip 
branch, but finding it hard to keep up with emails.

Here is the current status:

Notes:
- bold:  have marked commits in bold that help get GlobalMercator class cleaned 
up. It is now ready to be rewritten, and Bing maps provides a spec we can 
follow.
- italic: removing unused folders, or generated information such as online help
- I have added normal headers to Jesse's scala code in libs, git log provided 
the date

Frank is in the middle of murdering stray jars, with mixed success at keeping a 
codebase that compiles. Hopefull he can advise when the water is safe, or if we 
need to learn to swim with sharks for a bit.
