image_io jars as I could not source them from a repository (sad)

Andrea:  it looks like there are two JGrass renderers, the one in 
JGTtmsRenderMetricsFactory.java 
(https://github.com/uDig/udig-platform/blob/locationtech_ip_CQ_Request2/plugins/eu.udig.catalog.jgrass/src/eu/udig/renderer/jgttms/JGTtmsRenderMetricsFactory.java)
 has been disabled (i.e. always returns false) until we can restore the 
functionality.
