Description:

We no longer need to include GetTileService.xml in our casebase as it can be downloaded on demand from a webservice.
Background: The review for LocationTech highlighted the file NASA-GetTileService.xml as something we have sourced externally.
Further research shows that this file is now dynamically available (previously we had fetched it out of the NASA WorldWind codebase).
