Maybe using http://castet.matthieu.free.fr/eagle/release/ueagle-atm-1.0a.tar.gz
instead of kernel patch help (at least debug module parameter should work there,
to make it work in patch you need add "#define DEBUG 1" at the beginning of 
ueagle-atm.c). 
It seems that is rather usb_firmware/CMV/DSP or usb bus problem. 
Did you use eagle-usb driver, if yes, you can make 
CMV and DSP firmware from files with do you use with eagle-usb. 
If not, hmm... there is no much choice between CMV files for ISDN
and may by you need add some special options by self, what's your ISP?

usb errors EPROTO (-71), EILSEQ (-84) means something strange hapens
with usb (see /usr/src/linux/Documentation/usb/error-codes.txt).
One reason for that may by bad usb firmware download
for example if you rename file eagleII.fw (or eagleIII.fw) with 
eagleI.fw during copy or may by even file eagleI.fw from uealge-data-1.0.tar.gz 
is bad, I don't know if anyone use it before.  
If you have installed windows with modem driver on same computer,
you can check if it is usb firmware problem, simply:
run windows
do software reset and run linux
do not unplug modem
load ueagle-atm module
In such situation only CMV and DSP is loaded to modem.
