This is probably problem with udev/hotplug firmware loader. With current 
ueagle-atm svn version system should working normally in such case. 
Please test newest revision from svn, there are tools to download from svn 
repository under windows or you could download code using gna web 
interface to subversion.

Probably you need install some package for Archlinux like hotplug, 
udev or firmware.agent. To check for udev:  "grep firmware /etc/udev/rules.d/*"
/etc/udev/rules.d/z55_hotplug.rules: SUBSYSTEM=="firmware",                     
        RUN+="firmware.agent"
