I don't exactly remember the details. But I have seen this problem. 
There is an option in BIOS(Something starting with USB). You might have 
to disable it.

What are your grub entries ? I mean check /boot/grub/menu.lst
Make sure that you have right entries for windows boot.

This is because the system might have been configured to act as DHCP. 
The default value for dhcp timeout is 30 secs (I guess).
Edit /etc/dhcp.<interface> and add an entry to wait for only 5 secs.

You can use inetmenu to manage your network..
