A COMMANDER of the Internal Security Organisation (ISO) in Western Uganda is the first out of over 450 Operation Wembley suspects to be freed by the General Court Marshal.
The military court yesterday cautioned Pte Phillip Kyokweitse, after he pleaded guilty to charges of �going armed in the public� in a manner that was likely to cause terror to the public.
Kyokweitse, 46, the ISO sector commanding officer in-charge of Rukungiri, Kanungu and Ntungamo, was arrested by Wembley operatives on July 30 while carrying an SMG rifle packed in a polythene bag. he was not dressed in army uniform.
The accused looked so terrified as he awaited the verdict.
The case attracts a maximum sentence of five years imprisonment plus dismissal from the forces.
But Lt. Gen. Elly Tumwine, the court chairman, said though the accused pleaded guilty to the charges, he was authorised to carry a gun.
�I have also established that he couldn�t put on an army uniform all the time because of the nature of his work,� the court heard.
�He is sentenced to a caution. But this court also orders that all weapons must be carried in a proper manner to avoid causing terror to the public,� Tumwine added.
Sgt. Mugerwa Lukwago represented Kyokweitse while WO II Enoch Odongo represented the state.
Odongo had earlier told the court that Kyokweitse was arrested on suspicion that he was going to use the gun in unlawful acts like robberies.
He said the gun was loaded with 28 bullets.
It was the first time such a case came to court.
Tumwine said the court would resume on Wednesday to hear the case against Capt. Kabusenene.
