In the late 1960's Davies Sebukima, a student at Makerere University (a University Hall resident), wrote a letter to Transition commenting on the 1967 Government's proposals for a new constitution. He used the pen-name of Steve Lino. To some extent, the letter largely echoed Abu Mayanja's comments on the same proposals that appeared in Transition. Obote was not amused and instructed one Adu-Aper, a lawyer in the president's office, to pen off a response.
Anyhow, when Mayanja and Neogy the editor of Transition were arrested and detained in solitary confinement without trial at Luzira Maximum Security Prison, Sebukima (whose true identity was established after Noegy's arrest) went along for the ride.
