To answer your question, in Uganda, it has been traditional not
to give in on terror and not much has changed. The Nairobi
peace jokes would be a good example. Once you start calling
those who come out to talk peace and refer to them as salambwa then
you know you have not only wasted the tax payer's money
but time too. Secondly, if we did things in Uganda the
way they are done in Ivory Coast, we would only be a pale shadow of
copy-cats
