Burundi appoints new defense
minister

BUJUMBURA, Burundi - Burundi's powersharing government has replaced the defense minister, who has spent the last three months in France being treated for a chronic illness, state-run radio and television said.
In a decree signed Friday by President Pierre Buyoya and Vice President Domitien Ndayizeye, the army's chief of staff, Maj. Gen. Vincent Niyungeko has replaced Cyril Ndayikengurukiye, state-run media reported.
Niyungeko's appointment comes on the same day that cease-fire talks between the multi-ethnic transitional government and Hutu rebels collapsed without an agreement. Mediators will now report to regional heads of state on what step to take next to end Burundi's civil war, which has left more than 200,000 dead since October 1993.
Fighting has intensified in the last three weeks in the central provinces of Gitega, Mwaro, Muramvya and in the hills around Bujumbura.
