who will tell the people - A story which is not to the peasant-

------

All DISTRICTS AND MUNICIPALITIES in the country should every financial year come up
with an ambitious programme for example, in printed formatted- catalogues, which
ILLUSTRATES AND PRESENTS an OVERVIEW PROGRAMME or plan encompassing a national policy
programme supported with district/ municipal policy stimulus.

This plan must be composed of SECTORAL PROGRAMMES, subsequent budget provision and
sources, as you will see below to stimulate both COLLECTIVE AND PRIVATE DEVELOPMENT
PROGRAMMES through increased production and consumption strategies.

As Ive said before, our people have very small incomes, limited information and
knowledge sources to trigger a meaningful developmental [infra] structures thus
NECESSITATING an increased COLLECTIVE INVESTMENT input as DISTRICT AND MUNICIPAL
ORGANISED STRATEGY to this end.

The district/municipal programme must be subdivided into twelve (12) MAJOR SECTORS,
which are in consonance with our INHERENT DEVELOPMENT NEEDS in the short, medium and
long term. This action programme, must focus on regenerating sizeable incomes,
employment vacancies, increased tax revenues, investment possibilities, environmental
development and growth from Ugandas most potential sectors; while at the same time
increasing our peoples knowledge capacity- human resources and independence.

OVERVIEW OF DISTRICT /MUNICIPALITY PLANNING PROGRAMME:

1)- COMMUNICATION PROGRAMMES 1. a) Land-based or tele radio/ tv /phone communication
(can be subsisted with designs on internet -for Katwe/UMA industries) 1. b) Data
/statistics communication and exchange facilities largely based on (1.a) yet with
independent infrastructure linked to Uganda National Bureau of Statistics, Ministries
of finance and planning, Local Government, Public Services etc. 1. c) Careful study
of DISTRIBUTION / INPUT (re) source structures for both local small/ big enterprises
and individuals for district /municipal services and exchange for human resource/
fixed capital and goods programme. (national enterprise to enterprise communication
facilitation) 1.d) Recreational excursions (PEOPLE TO PEOPLE COMMUNICATION) for
district/municipal population, service workers and school going pupils and students-
we must increase domestic/ internal tourism before we call on foreign tourist. The
districts must take the initiative imagine you help people in Rukungir!
i take a two week excursion to Moroto and vis verse.

2)- LOCAL DEVELOPMENT PROGRAMME 2.a)- Identifying all local /district upcoming,
existing and struggling enterprises for FIRST IN-LINE OFFER investment support,
opportunities, production and consumption possibilities. 2.b)- Increase local
enterprise /entrepreneurial propensity to produce in machine design/ fabrication and
construction. 2.c)- Public sectoral organisational / managerial development
programmes mapped onto existing cultural, geographical and socio-economic,
technological and environmental developmental status /level. 2.d)- Systematic
identification, categorisation and cataloguing of all district agriculture/ mineral/
water resource bases in all national socio-economic and environmental sectors on land,
air and water as future referential investment grid. 2.e)- Systematic mapping of
district and municipal short and medium term investment possibilities as per national
sector programme. 2.f)- Mapping of all strategic collective locally derived
consumption meta /i!
nfra (structures) as per existing and prospective local industry. This can be mapped
onto institutional structure like schools, hospitals, governmental institutions Etc..

3)- ENVIRONMENTAL-CARE PROGRAMME 3.a)- Uganda is tourist destination therefore every
district should with uttermost care map all resources deemed to be of vital importance
in the development of the sector. E.g. streams and rivers, wetlands, forest, grassland
parks for thorough ecological and bio-diversity environmental care as potential
collective economic utilities. 3.b)- Identifying income generating structure within,
with the help of the tourism sector and zoology department. 3.c)- Re / introduction of
strategic species like fish /birds /animal life from Latin America Brazil/Paraguay for
consumption and tourism facilitation. 3.d)- Increase medicinal and non-medicinal plant
life for subsequent [non-] medicinal use and other related facilities. 3.e.)-
Reclaiming destroyed environmental facilities like wetlands, rivers, streams and
springs, forests beaches and unique bushes. 3.d)- Reintroduction and developmental
research into biological degradable environmentally friendl!
y soil and agriculture fertilisation methodologies for both export and domestic
markets.

4)- HOUSING FACILITATION PROGRAMME. 4.a)- The existing private initiative in housing
facilitation is largely haphazard, egoistic and self serving, primitive, non
scientific and doesnt include and /or is non-conformist to futuristic programme as
illustrated above in (1) & (2) like proximity to communication, water meta/ infra -
infrastructure. I DONT MEAN URBANISATION but rather a district/municipality planned
housing facilitation programme for the private sector meeting planning programme (1) ,
(2) and (3). 4.b)- The existing construction in the housing sector is discriminative,
socially retrogressive i.e. reflects social classing culminating into segregative
behaviourism (Muyenga /Katwe Kinyolo/Kitoro)- districts/municipalities must support
/have a district housing policy programme conforming to planning programme (1) , (2)
and (3). 4.c)- The housing sector is highly expansive, therefore where the private
sector cannot invest the district planning should take the initiati!
ve by FIRST IN-LINE OFFER investment support, opportunities, production and
consumption possibilities through a DISTRICT PROPERTY PLANNING FACILITY AND THE
PRIVATE SECTOR. People must have the freedom to build but they must follow the
established laws. 4.d)- District and municipal housing facilities either private or
public must meet the established standards like necessary infrastructure for
electricity, water, cooking and refrigeration facilities, telephone and internet
facilities , and roads too in conformity with point (1), (2) and (3). 4.e)- Both
private and public housing facilities must meet district health laws otherwise dont
build to kill people in AIDS caused by HIV.

5)- RURAL DEVELOPMENT PROGRAMME. 5a)-There are no jobs in cities therefore district
municipalities must come up with a comprehensive rural development programme for rural
areas and preserving them . 5b)-With rapid industrialisation rural areas suffer from
natural death through increased rural-urban migration therefore rural areas should not
be seen only in light of urban product related production. 5c)- Programme plan (1),
(2) and (3) should be implemented as soon as it can be possible as a rural
regeneration effort.

6)- TRADE AND INDUSTRIAL SECTORS 6a)- As a matter of AGENCY, all district municipal
centres must set up the following, DISTRICT 24-HOUR ONLINE connection computer booth
to Uganda related PRODUCT /COMMODITY EXPORT STOCK EXCHANGES FOR PRICE MONITORING and
trade volumes, i.e. coffee trade, cocoa, minerals, etc. Traders must sell only when
prices go up not otherwise. This is very much possible all over the country given to
OUR SOLAR ENERGY POTENTIAL, soft and hardware plummeting prices. 6b)- Local
/individual enterprises (compulsory) , secondary school students (voluntary) already
in design, mechanical, electrical, cloth making, communication, motor vehicle
mechanics, construction; should be allowed a one week /per month ( > 12 weeks /year)
an INTENSIVE-CARE ON JOB SKILL ATTAINMENT COURSE in one of the above trade with an
online 24 hour support from where ever it can be attained. Existing district school
facilities can be used for this purpose. For instance downloading radio or!
telephone /tv/ computer mother board circuit or water and wind electricity motors
and generator designs. 6c)- Systematic exposure of the peasant together with the help
of their children to on-line commercial trade etc. in agro-products and commodities.

7)- ENERGY PLANNING PROGRAMME. 7a)- It is entirely stupid to argue that there are no
electricity facilities in Uganda. Therefore every district facing a shortfall in
hydropower energy forms should together with Makerere Univeristy, Kyambogo
polytechnic, UMA develop alternative wind, and solar energy resources. 7b)- All
private and public facilities MUST reduce their non-renewable energy sources like wood
and charcoal by 80% with a year or less. 7c) - All districts /municipalities together
with the ministry of energy, tourism, industry and trade, agriculture MUST develop a
low income non-renewable energy strategy or ban non-renewable energy use all together
especially in fishing regions, charcoal making regions etc. 7d)- All municipal centres
in Uganda especially Kampala, Kabale, Jinja, Mbarara, Arua, Mbale, Lira, Gulu, Entebbe
MUST with immediate effect after careful evaluation of alternative energy production
potential together with Makerere university, Kyambogo universi!
ty, Uganda manufactures association, NEMA ban all use of charcoal in conformity with
plan programme (2) (3) and (4).

8)-FEED /RAILWAY ROAD MAINTENANCE PROGRAMME There is a national programme to this
effect which must be integrated in district planning. One might add 8.a) Together
with Uganda Railways Corporation, and water communication district must district with
such infrastructural network should work out a plan to maintain the infrastructure a
national programme and reduce the burden on the corporation on condition that such
districts i.e. Tororo, Iganga, Jinja , Kampala Mpigi, Busiro, Mityana etc get a 5%
remittance of every ticket sold by the use of the infrastructure.

9)- CONSERVATION PROGRAMME 9a)-This is not the same as environmental-care but rather
it encompasses on the conservation of what is already there. In western Uganda
mountain forest have been decimated with non scientific agricultural methods. On the
road to Mubende the situation is the same as on Jinja road. WE must preserve our
natural species. 9b)-The Nile Perch consume the Talipia at a carnivorous rate, the
white rhino might be gone, our elephants are on the edge- Kampala once had Impalas and
antelopes we need a district strategy to make urban regions conducive to mammalian
conservation through point (4), (5) and (7). 9c) If one happens to move along Kampala-
Masindi, Gulu road there is a pine forest stretching to Masindi but in the forest
there is totally no undergrowth- this is terrible. This is a cattle region what do
cattle eat in such a region? We must have a conservation of our vital grasses. 9d)
Planning or urban regions should protect water sources in every distr!
ict town from carcinogenic and toxic substance i.e. industrial areas must be planned
away from environmentally strategic region etc.

10) LOCAL TRAFFIC. 10.a)- Districts must step ahead of events. The most problematic
situation in Europe and North America is urban traffic. District municipalities must
have a traffic plan in relation with commercial & public housing and trading centres.
Kampala is an absurd example. When one enter an office in the city red dust greet you.
Towns and cities must be planned in relation to traffic channels. 10.b)- City parks
should be located in areas where will cause minimal noise and environmental damage
from linking oils and petroleum products. Look at Kampala /Masaka taxi parks - it is
hell terribly filthy areas not good for human habitation at all. 10.c)- Study in air
pollution shows raising threat from pollution intensive traffic must be avoided in
town centres and cities. 10.d)- District administration should be innovative and start
district to district transport facilities for school children, tourism and other forms
of communication as revenues sources. 10-e) Water tr!
ansport can be developed i.e. Jinja Portbell to decrease traffic congestion and
national oil bill.

11)- NATIONAL PARKS 11.a)- National parks are a resource and not a solely state
preoccupation. District must increase there potential in creating national parks which
might also increase their tourism incomes. Every district can create a national park
and as per plan programme (9) and (3) introduce controlled zoological, aquatic and
marine activities. 11.b) District must start small drug research facilities by
cataloguing botanical bio-medicinal plants for future drug industry. 11.c) In the far
East and Asia generally there is a cultural of eating lizards, caterpillars etc we
should introduce them to the wealth of our resources and a such as them if they can
offer market from our controlled exotic reptile and animal farming. 11.d) For our own
future we need a lot of investment in national parks all over the country as a
multi-sector investment opportunity. This can be studied. 11.e) There is what is
called exotic fish farming which is very conducive in tropical regions . F!
ish is glass ware in European and American cities are produced in Asia and Latin
America we can increase our natural wealth by introducing the same as national park
programme strategy for tourism purposes.
