The National Political Commissar (NPC), Dr. Crispus Kiyonga, has warned that 
the UPDF would not hesitate to cross into RWANDA [  through the proccess of 
elimination  we can pretty much  determine that Kiyonga  could not be talking 
about  Burundi, Tanzania, Sudan, DRC Congo....after all the UPDF is already 
in these  countries fighting rebels!!]


If it is Rwanda, it would appear the UPDF  is asking for total distruction... 
Rwanda has aready given the UPDF a bloody nose!..and now , according to 
Kiyonga, the UPDF wants to cross to Rwanda to look for rebels!!!
Lo!! some people never learn!!!

The National Political Commissar (NPC), Dr. Crispus Kiyonga, has warned that 
the UPDF would not hesitate to cross into any neighbouring country to rout 
enemies who may want to destabilise the country.

John Nzinjah reports that Kiyonga said Uganda troops would cross into 
neighbouring countries if her security were threatened.

Speaking in Kasese recently, the NPC said the territorial boundaries only 
carried meaning when there was peace and security.

"In Uganda we shall not accept to compromise our security. We shall cross the 
boundaries and hit any group threatening us," Kiyonga said.

The NPC, who is also the minister without portfolio, was addressing over 100 
youths from Kasese town council attending a one-month chaka mchaka course at 
Kasese primary School.

Dr. Kiyonga was responding to concerns raised by the participants who wanted 
to know whether the Rwenzori Mountains would not be used by anti-government 
elements again.

Kiyonga, who is the Member of Parliament for Bukonzo West, said Rwenzori 
Mountains were important.

"Rwenzori Mountains are important for all Ugandans and the world. It is an 
important environment resource, so we must guard it," the NPC said.

About the contribution of the Rwenzori Mountains to the national economy, 
Kiyonga said before the Allied Democratic Forces rebel attack in 1996, about 
2,000 tourists climbed the mountains giving employment to over 6,000 people 
annually. He urged Ugandans to promote of tourism.
