UPC, UYD Draw Key Strategies For Movt Convention |

While the public gets engrossed in the news of the day � Kony and his atrocities, Moi and Owino market tenders � the political operatives are working feverishly towards the oncoming Movement elections in a few months time.
Both the Uganda Young Democrats (UYD) and the Uganda People�s Congress (UPC) are poised to lead a powerful onslaught on all the Movement seats.
The UYD have boasted that for starters, they are the ones to pick Nyombi Tembo�s successor as Kampala district chairman whether Tembo becomes an MP as he intends or defends the post early next year in the election.
Thereafter, the UYD intend to dominate most of the Movement posts in the south, west and east of the country in readiness for the National Conference slated for mid-2003. They are already comparing notes with UPC strategists whom they are convincing to lap up all the offices in the north. All Movement offices including the chair and vice chairmanship, have to be contested for and filled afresh.
The interesting entrant in the multipartyists� new strategy is a faction in the Reform Agenda. These are being assigned to collect as many seats as they can in the west.
The new players have decided to distance themselves from Winnie Byanyima and the Kizza Besigye wing of Reform in order not to be mistaken for opponents of the government. Theirs is just a bid for more power within the existing framework. Of course they do not want to alarm the establishment with their new alliance. Meetings are held far away from Kampala city. Of recent, Reform Agenda people are keen on travelling upcountry to attend UPC strongmen�s cultural ceremonies up-country such as nyimbe. There, far away from the prying eyes of Movement operatives, the new strategies are examined. Nothing is written down and people return to Kampala innocently on Sunday to resume their normal duties.
Although the parties are officially opposed to the Movement structures, they have decided to exercise their right �as members of the all-inclusive Movement� by testing th
e top leadership if only to shake it and subject Yoweri Museveni and Musa Kigongo to the brief inconvenience of canvassing and competing to retain their jobs.
Architects of the new strategy believe that by the time the conference convenes, a daring candidate should give Museveni a run for his money for the Movement chair up to 2008.
The search is on for the daring candidate and UPC is said to be angry that the UYD is determined to push Nasser Sebaggala who recently �qualified� to stand for high office in Uganda by acquiring a diploma at a British college. Hajji�s fans in the lumbe meetings claim he is ready to gun for the Movement chair as a first step to standing for the presidency in 2006. Ends
