Mukula listed rebel factions and leaders the UPDF (formerly NRA) had defeated.
"There was Peter Otai - we defeated him. There was Odongo Latek - we defeated
him. There was Aggrey Awori and his Force Obote Back - we defeated him."
He also cited Alice Lakwena and her father; UPDF's renegade Maj. Herbert
Itongwa, Uganda National Rescue Front, West Nile Bank Front and the Allied
Democratic Forces.

Captain Mike Mukula has warned people plotting armed rebellion that they can
never topple President Yoweri Museveni's government.
Mukula, the minister of State for Health, said last week that the longest
serving (Movement) government in Uganda's history would never fall to any
rebel group.
Mukula was launching the Roll-Back-Malaria Programme at Kakiri in Wakiso.
In apparent reference to former presidential candidate Col. Dr. Kizza
Besigye, Mukula warned against warmongers.
"The other day I heard people telling you things. But no one can harass
Ugandans. I tell you it is very difficult to get a president who goes to the
war front," the minister said in Luganda.
And he was not done yet.
"Can you imagine that someone [Besigye] who wants to be president of this
country was asked whether or not he supported Kony and he refused to answer
the question?"
In his latest paper posted on the Internet Besigye said conditions in Uganda
were could justify a war.
