Here is more about Capt. Roland Kokooza Mutale.  Kakooza is the founder
member of the Little known rebel group of the early 80's, called Vumbula. 
This rebel group operated in the areas of Begerere, with one operational
base at Galilaya.  It is "credited" with the killing of several Itesot in
this area who were accused of being UPC members. But its major
accomplishement was Carried out in Luwero Trianle at Kikyusa gombolala Hqts.
if you closely read the Human rights commision report, this mass killing is
reffered to, but the government did not allow the commisioners to explore it
in detail, because by the time Kakooza commanded this operation he had
already formed an alliance with Gen, Museveni.

You are right about the Wakiso incident and it was Kakooza who published
Mulengera and The economy newspapers.  But you are wrong to think or to
suggest that Kakooza was put on "katebbe" after the wakiso incident.  The
two newspapers were directily provided for by the NRM. Its primary duty was
to confuse the baganda and detach them from the Democratic party. Museveni
only brought kakooza back into the fold of military operation, after some of
his main hatchet men, Drago Nyanzi, Suicide Brewerly, and john Gayira died. 
Karangwa and Chris Bunyenyezi (not the one from Namutamba) had also left for
Rwanda. The last two are credited for the assasination of Ssemakula, a
fierce fighter from Mutundwe.  With all these gone Museveni decided to call
Kakooza back into service.
