Here we go again. Dictator Museveni says he is apologising. For what?
Dictator Museveni is saying he is apologising for the suffering of the Acholi people. 
What he has not said is whether he is apologising for Kony, or for his short commings 
and cause of suffering for the Acholi people. Woodwinking the people of Kitgum again. 

When you apologise you have to be clear and specific about what you are indeed 
humbling your self in contrite. Is the dictator waking up of his full responsibility 
for the suffering of the people of Acholi?
His apology raises more questions than answer. Dictator Museveni must realise that 
there are steps to follow when you apologise. An apology during a photo opportunity 
just not do the magic. The steps you follow during an apology invloves, but is not 
limited to 1)Admitting the fault genuinly and addressing the circumstances that were 
responsibility for the occurence of the fault, 2)Apologising in contrite, 3)Working 
towards and dealing with the injustice caused and the hurt inflicted.
Dictator Museveni should realise that he is dealing with human (people) here. Much is, 
therefore, expected of him beyond the simple words meant as a public relations act.

Museveni Apologises For Acholi Suffering

PRESIDENT Yoweri Museveni on Tuesday extended his sympathy and condolence to the 
people of the Acholi sub-region and Kitgum district in particular for the suffering 
inflicted on them by the Lord’s Resistance Army rebels. 

Museveni, who was addressing Kitgum district leaders in Kitgum Town Hall on Tuesday, 
said the Government would assist those who have lost property to the rebels when peace 
is restored in the region. 

A statement from State House said Museveni appealed to Kitgum leaders to cooperate 
with UPDF officers and recruit LDUs and Special Police Constables to beef up security 
in their villages. 

Museveni said the LDUs would be supported and paid salaries beginning next financial 
year, the statement signed by the President’s press secretary, Mary Okurut, said. 

It said the President noted with satisfaction the pace of development in Kitgum 
district in the health, agriculture and education sectors despite the atrocities meted 
out on the people by the rebels. 

Museveni reportedly told the district leaders that the current situation in northern 
Uganda and other parts of the country was a result of cumulative problems caused by 
bad political ideologies based on tribalism and religion by past regimes. 

He said such ideologies resulted into unconstitutional methods that eventually brought 
bad managers like Idi Amin to power. 

The President said the Movement has been engaged in a sustained struggle to restore 
constitutional rule in Uganda since 1986 when it came to power. 

He said the country had made great strides in democracy as manifested in the 
promulgation of the 1995 constitution. 

The statement said the minister of state for sports, Henry Okello Oryem, reported that 
the people of Kitgum condemned any form of rebellion and supported the Movement 
government in its development programmes and in its efforts to wipe out the rebels.
