A US$3 million contribution by the United States to Uganda's anti-insurgency
effort underlines the need for a concerted effort to fight terrorism.
A meeting of the Ugandan presidency minister and the US ambassador revealed
that Washington has given about sh5b to fight Joseph Kony's Lord's Resistance
Army.
While the US has had its spontaneous share of terrorism, with the September
11, 2001 attacks as the diabolic climax, Uganda has had to contend with the
LRA incessantly for over a decade now.
The LRA has claimed to have a political agenda, but its tactics of butchering
fellow Ugandans have shown otherwise. It is outright terrorism.
Beyond the Ugandan and US experiences, events elsewhere in the world have
demonstrated the universal nature of the terrorist threat. Just this week,
Britain arrested a number of suspects with a toxic compound that has the
potential to terrorise urban populations. The British were tipped off by
French intelligence.
Just over a month ago, Mombasa was attacked, with the main victims being
Kenya and Israel. The 1998 US embassy attacks in Dar es Salaam and Nairobi,
that could easily have been replicated in Kampala, were planned in different
parts of the world and carried out by terrorists of diverse nationalities.
Kony's terror has not been limited to Uganda, as Sudanese villagers too have
borne the brunt. It is not just a local problem. It has destabilised a
significant part of the region, taking on geopolitical significance. It is
this universal nature of terror that calls for a multilateral approach.
