Museveni Assistant Attacks Judge

Chief Justice Leticia Kikonyongo remarks are quote " redundant, unfortunate 
and suspect." so says  special military assistant to President Yoweri 
Museveni, Brigadier Kale.

Such remarks by Kale, leaves one with the impression that the Judiciary in 
Yoweri Museveni's  Uganda a tremendous amount of Intimidation from the NRM 
military dictatorship.  How then can one expect the Judiciary to render 
independent verdicts, under such circumstance?

The Deputy Chief Justice Leticia Kikonyongo has come under attack for her 
remarks that the UPDF should be excluded from the electoral process.

The special military assistant to President Yoweri Museveni, Brigadier Kale 
Kaihura said the judge's remarks were "redundant, unfortunate and suspect." 
Kaihura was presenting a paper on the role of the military in the electoral 
process organized by the Electoral Commission at Munyonyo Resort Beach.

Kaihura said, "those calling for the UPDF to be removed from Kinkizi because 
there is going to be a by-election there do not know what they are talking 
about or their motives are sinister. There is no one who can claim ownership 
of the democratic process than the UPDF."

The debate comes in the wake of a highly charged political atmosphere in 
Kinkizi West. Defence Minister Amama Mbabazi is standing for re-election in 
the constituency following the cancellation of his election by the Court of 
Appeal citing voter intimidation and other irregularities. His archrival, 
James Garuga Musinguzi recently complained to the Electoral Commission 
protesting the alleged deployment of 7000 UPDF soldiers in the area.

Musinguzi also asked the army chief Maj. Gen. James Kazini to withdraw his 
order asking UPDF soldiers to support Mbabazi in the by-election. He has 
since petitioned court to postpond the nomination date pending investigation 
of alleged interference from the army and other government officials.
