Prepare to quit, Museveni Told

Justice Forum President Muhammad K. Mayanja has urged President Yoweri Museveni to use the next three years to prepare for a peaceful transfer of power rather than playing around with the economy.
In his press statement issued, Jan. 12, Mayanja explained why Museveni can�t fulfil his New Year promises.
��it is too late to expect any major economic break through during President Museveni�s rule in the next three years. His movement politics built on patronage and the resultant corruption has muddled his economic endeavours,� Mayanja says.
Mayanja who is also the director of economic planning at Makerere University says the best way Ugandans can benefit from Museveni�s last term would be for him to focus on lasting peace.
�Lasting peace involves cease-fire negotiation with Joseph Kony and bringing all Ugandans of various political affiliation to a national peace conference to stop the temptation to resort to the gun as means of attaining state power,� he says.
He says President Museveni�s second challenge is to work out a peaceful transfer of power to the next president in 2006 just as former Kenyan President Arap Moi did.
�If the President can focus on these two, the investors and donors� confidence will be built and they will relocate their factories and services to transform Uganda into an industrial country. Resolve the political issues and the economy will eventually be fixed,� he says.
During his New Year message President Museveni called upon Ugandans to keep their focus on seven strategic challenges.
They included transformation from a pre-industrial to an industrial society, employment, improvement of government revenue, rebuilding of the infrastructure and human resource development.
�As expected the strategic challenges down played the unresolved political question of democratisation and it was narrowed down to mere building of political institutions such as the army, police, judiciary, parliament and the executive,� Mayanja! says. < BR>
