Wife sues ISO
THE wife of an Internal Security Organisation (ISO) official who has gone
missing, has filed court proceedings against the intelligence body�s director
Henry Tumukunde to produce him in court.
In the application filed at the
High Court in Kampala, Winnie Kugonza alleges that her husband Francis Kugonza,
attached to the President�s Office at Nakasero, was arrested on December 13.
She said that since he was arrested by ISO personnel he has never been
seen again.
The application, filed by Wycliffe Birungi, has been fixed for
hearing before a High Court judge.
�Francis Kugonza was arrested by
officials from the Internal Security headquarters and has never been released.
�The said officials arrested my husband while on official duty assigned
to him,� Kugonza alleges in her affidavit sworn in support of the application.
Kugonza also alleges that her husband was later taken away from the ISO
headquarters to an unknown place �without charges being brought against him, and
has never been produced before any court whatsoever�.
�I have made
several attempts to trace the whereabouts of my husband, including going to the
Central Police Station in Kampala, Kibuye Police Station and the Internal
Security Organisation headquarters. However I have failed to trace his
whereabouts,� she said in her affidavit.
