This isn't the first time UPDF has used such a scorched earth strategy.  It's indefensible, reprehensible, and criminal behavior.  Much like the mad cattle keeper in Ma'di lore who torched the entire kraal because he saw a lion enter it.

UPDF is raping the women of Lapul LC3

The UPDF Mobile teams are now destroying food crops and fruit trees in
civilian homes in the villages and "sleeping with the women by force",
Rupiny now understands as reported by Ray Olweny.

News coming from the various regions in Pader suggests that the Mobile
UPDF teams are cutting down banana plants, paw paw stems, mango trees
together with all kinds of fruit producing trees that the population
had planted within the homes; their reason is to deny LRA sources of
food.

Lapul LC3 confirmed to Rupiny the report implicating the Mobile teams
in the ultimate destruction of food sources for the population in
their homes in Gulalela village and Koyo Lalogi under the pretext of
denying the "adui" sources of food, the sources that must be
destroyed.

Mr. Anywar also said a woman, who will remain nameless, was raped
repeatedly by many soldiers. He said the population is noting these
examples of heinous crime the government soldiers are just beginning
to mete on the locals.

Not long ago the government ordered everyone to move to a camp to make
it easy to confront LRA.

Capt. H. U. Mukorogo, who is the intelligence boss in the 5th
division, told Rupiny that he will meet with the commander of the UPDF
Mobile teams responsible for food destruction so that all the soldiers
who participated in these crimes be arrested. This is necessary
because their actions are "spoiling the name" of government soldiers.
