One could be a movementist and yet advocate for federo in Uganda.. Whether one is appointed by Museveni or not. Museveni appointed Kiiza Besigye in a number of things, and how is he doing implementing the objectives of the one who appointed him. It is irrelevant who appointed who. Some Ugandans have minds of their own.

The President made the remarks this afternoon when he met the Katikkiro of Buganda Mr. Joseph Mulwanyammuli Ssemwogerere and the Buganda Minister for Justice, Mr. John Katende who delivered to him at State House Nakasero, a copy of Buganda's proposals to the Constitutional Review Commission. Buganda will officially hand over the proposals to the commission on Tuesday 28th January 2003. President Museveni said that it is in order for Buganda to present its proposed changes in the constitution because the Constitutional Review Commission was set up to appreciate people's current thinking on the 1995 Constitution. He said that Buganda's proposals, like those of other Ugandans, will be discussed in detail and eventually subjected to a democratic decision as provided for in the constitution. The Buganda proposals to the Constitutional Review Commission concern the question of federalism, the issue of Kampala City being part of Buganda Kingdom, the 9,000 square miles of land, rent from tenants on Buganda Kingdom land and the issue of the Kabaka's immunity and privileges. President Museveni advised cultural institutions to appreciate new changes in economic development amidst global competition. He said that the main challenge today is how to promote industries and to ensure that they compete on global markets. He said that there is need to preserve culture but this should not impede our ability to develop and compete at international level.
