Be ware. I was defrauded by Barclays Bank employee Forex beuraux via VISA card. Last December 2002, I requested the cashier to withdraw the equivalent of $250.US She took my passport and VISA card. After 20 minunutes of verification, she came back and told me to sign a transparent visa paper with the a hand written amount of 250. as requested. she took it and made conversions using adding machine. She then gave me the adding machine print showing sh1820 x 250 = 455,000 approximately. I complained about the law rate ( market rate was around sh.1,838)but Barclays is I think the only bank which accepts VISA card. I took the sh455,000. Now I've received my VISA bill showing a withdrawal of Pounds 250!. If I was to get the equivalent of 250 ponds it would have come to around 2,820 x 250 = sh.705,000.

There are alot of loop holes in their system. 1st, the amount are filled in by the cashier ( not the customer)and only in figures, no words. That means she can change the amounts on the visa slip as she pleases after cashing you eg. a 1 can be changed to a 7 or simply ad a zero at the end. 2ndly, the only paper you get showing the amount in local currency is the calculator print out which is not official document. My self I went knowing that I will get around 460,000 which was approximately the same to what I was given.But I was charged more- 250 pounds

I have reported this matter to visa office but I dought if I will succeed because there is no evidence that I got sh.455,000 instead of sh.705,000. The official slip shows that I got pound 250. which I never got not even its equivalent.

Another warning is that if you happen to go back to Uganda for holidays do not reside at your home village. Some of your former village mates are robbers, killers etc. They will target you as Mr. dollar or Pound unless your relatives at home have good security e.g watchmen with guns. I did not reside at home. also my brother who was on holidays from UK at the same time did not. My mother was attacked 10 days after I left Uganda. They asked for dollars and pounds being given to her from abroad. She did not have any at that time. They asked for money being used for "renovations" etc. They used a 100 pound stone to break the 2 steel doors!
