Minister BidandiSsali has disclosed to the Baganda that he does not support the type of Federo they are aspiring for. "The Federo that was requested by the Baganda entails strong enemity towards the Baganda. As a long sighted politician I can foresee that enemity and therefore cannot support it," Bidandi was quoted as saying Bidandi reportedly said this while participating in a live popular talk show on the Central Broadcasting Service (CBS) at Mengo known as 'Our Parliament'. Bidandi said that Federo (federal system of governance) is good but that it is unapplicable in Uganda at this stage because Ugandans have yet to understand it or digest it. He said that he had met the Buganda ministers and told them that he would not be supporting Federo but promised them that when the issue eventually comes up to the cabinet or parliament, he would neither encourage anyone to support it nor encourage anyone not to support it. "At least I shall excuse myself to the toilets until after the matter shall have been discussed", he added. To say this was a result of Bidandi having been questioned why he never joined the people who proceeded to hand over Buganda's views to the Constitutional Review Commission on 28th January 2003 at the International Conference Centre.
