Roger Winter, the assistant administrator for Democracy, Conflict and Humanitarian Assistance at the US Agency for International Development (USAID), is in Uganda to assess food assistance programmes and security.

Winter is on a regional tour, which will take him to Kenya, Ethiopia and Sudan.

A statement from the American Embassy in Kampala says Winter will travel to the war-hit Gulu district today, where he will visit camps for Internally Displaced Persons, Lacor Hospital and the reception centre for children formerly abducted by the Lord's Resistance Army rebels.

He leaves on Feb. 13.

He will also meet with government officials and representatives of NGOs to discuss the humanitarian and security situation in the country.
