"If there is no end to the present culture of impunity in the DRC, the
progress we seek on the political front may be hard to achieve," Guehenno
told the Council at UN headquarters in New York on Thursday, adding that tho
usands of people were being displaced and suffering human rights abuses.
Guehenno was updating the Council on the continuing instability in the
northeast of the country, and steps taken by the UN Mission in the DRC
(MONUC) to achieve a peaceful resolution of the conflict.

Impunity obstructing the restoration of peace in the Democratic Republic of
Congo. Bemba says he will fight to take control of Beni, and has also warned
that he is prepared to battle for the strategic town of Bunia -- if Kinshasa
tries to intervene there. His own troops have openly violated a ceasefire
signed by the MLC in Ituri, and stand accused of massive human rights abuses
against civilians, killings and cannibalism...

"The Combined Joint Task Force is prepared for an extended war on terrorism,"
