Absolutely! ...Commonsense dictates that in fact this should be the case. I strongly believe that Hutus and Tustsi could have worked out their differences in both Rwanda and Burundi and come up with a lasting peace between the two tribes.
Unfortunately, and to the detriment of the people of the Great Lakes Region, the likes of Yoweri Museveni Kaguta have been and are still exploiting the differences (animosity if you want) between Hutus and Tustis to his selfish ends.
You will it was the shooting down of Habyalimana's Plane in a conspiracy hatched up by Museveni and Rwanda which Triggered the GENOCIDE in Rwanda.
There have been numerous attempts by some so called political experts of the Great Lakes Region to deny this fact.
