National Housing Construction Corporation - dfwa-u wants data


National Housing and Construction Corporation (NH & CC) is a Public Enterprise that was established by the National Housing and Construction Corporation Act No. 7 of 1964, which was later repealed and replaced by Decree No. 19 of 1974. To-date, the Corporation is governed by the Public Enterprises Reform & Divestiture Statute, 1997

DFWA-U has reliably learnt it is private interest who want to kill off NHCC as they did to Uganda Airlines and wanted to kill off Uganda railways!

These types are within parliament and the government; themselves attached to the private housing enterprises!

There is no one single country world over AND this is based on empirical evidence that ever has ever housed its population through private means. Let it be Britain, USA,(bastions of free enterprise), Nordic countries or in Asia.

The facts speak for themselves; no one single country has a majority population that therefore can build houses for themselves other than renting. So why kill NHCC?!

We in dfwa-u we have studied the housing industry and since our project and ideals are hinged and rooted in social justice, NHCC must by every means and ways possible exist as provided for in the law.

Those who attempt otherwise will be prosecuted in the courts of law. Dfwa-u might be in government sooner that later since its the people themselves talking now!

NHCC must continue providing those services to which it was created. We are not going to compromise on that issue for our economic calculations, shows quite clearly that no entity can out compete NHCC. So why kill it?!!

There is real chaos in the housing and construction sector in this country. Village housing turned and absorbed into towns and cities! Private entities can't plan land use massively- that is one point.

A recipe for health, crime and environmental catastrophe is basically private interest inability to decongest high population concentration regions for they chess high profits instead of QUALITY LIFE (London & Newyork)- A REASON FOR an absolute necessity for NHCC.

Makerere problem of housing has also heightened over the years. Makerere University has about 1,000 houses for both intermediate and senior staff spread over the campus, Kololo and Makindye. (monitor Sunday, den 20 July 2003)

The student population plus that of workers is now over 12,000. But student paying for dormitories can't have a good start in life and concentration on academic pursuit becomes very low.

Makerere halls are in a pathetic state both in terms of infrastructure and basic services. They are dirty, lack proper sanitation and have not been refurbished for long. (monitor Sunday, den 20 July 2003)

The same situation obtains almost every where in the country- private interest since quality is not their primary objective.

So what about Gulu, Mbarara, Ndegye, Kyambogo, Mbale, Bugema, Nkumba universities?

And that is besides the pathetic living conditions of; police constables, workers, farmers, teachers' and healthy workers living conditions. It is horrible. It is terrible.

Towns are not planned and any building can be a building in Uganda irrespective of laid down rules and regulations in this respect.

The democratic farmers workers Alliance DFWA-U therefore through the Ministry of housing, works and communication (MHWC) demands that its, chairman is availed with full recorded data of the total property NHCC owns around the country.

That particular classification types of houses (commercial, residential, etc) and their total value be category well stated.

Furthermore dfwa-u demands that the chairman be availed with NHCC total incomes; monthly, quarterly, yearly plus taxes to Uganda Revenue Authority from these buildings.

Such data must also reflect clearly NHCCs' present and future INVESTMENT in both shilling terms and location around the country.

Dfwa-u want all data on NHCC debts and repayment framework and plans.

Since NHCC deals in housing projects there must be catalogues (booklets) showing housing PLANS of the BUILDINGS that exist or will be set-up and date framework of COMMENCEMENT and COMPLETION of such projects.

DFWA-U is advising MHWC that if NHCC has failed to deliver- the entire management structure be changed henceforth.

That a dynamic professional and focused contractually based management be setup with a sole objective of providing Ugandan houses in specific areas.

That NHCC set up four to five regional centres for the provision of housing facilities in all over the country.

That a centralised data system be based on the above four-five regions be set to over see the (a) project execution; (b) rent collection (c) housing demand (d) housing supply.

DFWA-U is very much disturbed by the nature of construction projects taking place around the country in sheer violation of construction, health and public facility laws.
