Mr. Reed BrodySpecial Prosecutions Human Rights Watch350 Fifth Avenue,
34th floor Dear Mr. Reed
Brody, Re: IMPERIALISM & NEO-COLONIALISM BEGET MURDEROUS DICTATORS IN UGANDA I hereby reproduce partly a statement you made on Idi Amin as the basis of my letter to you, We regret that Idi Amin is dying without meeting justice for his crimes, I am a Ugandan National, my family and many families were victims of Amins 1971 bloody military coup. When Idi Amin took over power and butchered my kinsmen, I was nine years old and a primary school child. For several years, stuck in the mud of self-delusion I hopefully looked forward to a time when Idi Amin and men of his kind would be made answerable for their crimes against humanity. I wondered how such an evil man can take over power and rule a country for nine years without any interventions from the `just world order Might you, Mr. Reed Brody answer my childhood questions which have never grown out of me; Who decides and attributes certain acts as unjust, What is, and where is justice? Who decides when an injustice must be addressed, its victims healed and its perpetuators held accountable! Is justice a process of coincidental or accidental phenomenological relations between History, Society and the acts of individual members? Allow me to bring to your attention the existence of A declassified documents on the foreign policy and role of the British in Africa, that made me understand that Idi Amin took over power, killed and caused unnecessary inhuman sufferings with instigation, support and backing from the United Kingdom and some other external forces. Dictator Idi Amin therefore is a human (natural) biological weapon code-named `a giant gentleman dictator project which went bad in the laboratory of imperialism and neo-colonial attempts and relentless practise to shape, control and destine the fate of Uganda a former British Colony. Today, Uganda is ruled by dictator Museveni who has killed (more than Amin) except collude and cooperate with foreigners in the despoliation, plunder and exploitation of Uganda. Uganda and the Countries of the Great Lakes regions have Dictator Museveni a 23 years old UK-imperialist neo-colonial project codenamed `the Benevolent Dictator responsible for the killings and deaths of millions of people in Luwero during the NRA Guerrilla Bush war (whose war crimes, crimes against humanity and untold sufferings your institution attribute to Obote) Uganda, Burundi, Rwanda, the DRC and Sudan. While most of the world governments severed ties with Idi Amin, the UK clandestinely maintained some contacts with, and influence over him even as his government was falling to the Tanzania and Uganda Refuges Liberation Troops. Today those who manage the very elusive justice continue to support dictator and butcher of the great lakes regions but condemn and indict Charles Taylor for an offence not any less. Mr. Reed Brody Where is justice and who delivers and who deserves its? Arrest and subsequent trial of Amin has not been possible because the overall process would have been the trial of the UK and other foreign powers eternally ashamed and afraid Idi Amin would implicate them. Finally, each and everyone know which of the Uganda past and present presidents / leaders / governments and political parties or organisation have committed war crimes and other inhuman crimes against the people of Uganda. Today, the USA, UK allied with other Western democracies continually fund dictator Museveni in the genocidal extermination of millions of Africans! Do not lament nor regret over Idi Amin, unless you and HRW are willing to dismantle the system of established selective and discriminative justice.History and the future shall allow true ultimate justice reign in Uganda. If ever you want to make it up to humanity in Uganda, then the time is now to work for the indictment and prosecution of Museveni for crimes in Uganda, Rwanda, Burundi and the DRC.
