KAMPALA - If police chief Katumba Wamala was expecting the UPC to apply for a licence 
to open its branches, he is in for a long wait. The shrewd operators are going ahead 
to exercise their ‘inalienable right’ by quietly opening branches. The successful 
test case happened at Mulago recently. Guidelines have been sent out, and they are 
simple: Members meet for a ‘private’ gathering in someone’s house, set up a 
branch, complete with an executive, and may or may not call in the press to record the 
final pronouncements. The branch then goes on with quiet mobilisation.Ends
