PARTICIPANTS at a Human Rights Commission (UHRC) workshop on peace and development recently recommended that the Government borrows funds to buy off LRA rebels in the north to end the 17-year war.
The seminar was to discuss the impact of the LRA conflict on the people of northern Uganda at Arua Catholic Social Centre.
Nebbi district assistant chief administrative officer Nathan Ahimbisibwe said the rebels were only interested in money.
He said the government should accept to share power with Kony and his commanders.
The participants opposed giving a time frame for a ceasefire, saying peace-talks should have no time limit.
The former UNRF II political commissar, Noar Acikule, called for a a peace keeping force in the region like it was done in Bunia in the Democratic Republic of Congo
The participants challenged the UHRC to establish the cause of the continued rebellion in northern Uganda.
"We should accept that the northerners are suffering," Acikule said.
He said Kony vowed never to give up rebellion until Museveni left power.
"Let us work together to ensure that the LRA war does not spill over to West-Nile because the effects will be disastrous," Adjmani resident district commissioner Ahmed Awongo said.
