Matovu, The CA was elected on the basis which was designed to entrench the One-Party system which the NRA fought for and put in black and white before 1986. The law for the CA Elections had the same provisions which are in Article 269 of the 1995 Constitution and the Political Parties and organisations Act. Further to that the Law provided that Museveni and the Movement were to appoint a third of the members in the CA. So when all other political organisations (i.e. Parties) are restricted and suppressed in the exercise while the NRM had the State Coffers and state machinery and furthermore was to appoint a third of the members to the CA it is not surprising that the end result is a de facto one-Party military dictatorship.
Lastly if you saw my last posting on the provisions in the United Nations Universal Declaration of Human Rights you would realise that these rights are personal to holder and therefore no Referendum can take away what belongs to each individual Ugandan. An example I can give is that if in a country the 'majority' voted (in a highly irregular and unfair manner, in common parlance rigged referendum) to exterminate the minority, the end result would still be genocide and it will never be right or justifiable.
