Obote to pick UPC team

KAMPALA - The Uganda People's Congress has warned government against talking to leaders of its breakaway factions.

President Yoweri Museveni on Friday appointed a 25-member team led by the National Political Commissar, Dr. Crispus Kiyonga to lead negotiations on the road map to political pluralism.

But UPC's head of the Political Affairs Committee Prof. Adonia Tiberondwa has warned that the Movement government wants to take advantage of the split in political parties.

"We in UPC welcome the team but any recognised delegation will be the one which has [Dr. Milton] Obote's sanction because he is the only leader we have. Any delegation which will not have been picked by Obote will not be representing UPC," Tiberondwa said yesterday by telephone.

The Makerere University don said that only UPC's Presidential Policy Commission, a body appointed by Mr Obote could negotiate on behalf of the party.

Obote, twice deposed by the army has been living in exile in Lusaka, Zambia since he's ouster in 1985.

Tiberondwa said yesterday that government should have first removed the restrictive clauses in the Constitution and the Political Organisations Act, before negotiations could start.
