NEC is not a retail
shop
Refer to a letter published here on October 14 by Mr Herbert Rwomushana about the National Enterprise Corporation (NEC). I am disappointed at the way Rwomushana is trying to incite the public against a government institution and its management. I would like to educate him and others of similar thinking that NEC was established by an Act of Parliament, is a public organisation, has policies, rules and procedures on how it is managed. NEC is governed by the Ministry of Defence, has a Board of Directors and has prudent managers. The Managing Director is a mere messenger of those organs, which in my sincere opinion are managed by well-educated, serious and committed Ugandans. Therefore, there is no way a mere Managing Director in the names of Lt. Col. Fred Mwesigye can get rid of any subsidiary without authorisation of the ministry, the Board and all concerned organs. NEC is not a retail shop where anybody can walk in and buy a commodity and then walk away. I, the Managing Director NEC, I am a cadre and a revolutionary and I do not fear any investigation on how the subsidiaries were got rid of. Parliament investigated this matter and the truth was established. The IGG also investigated and the truth was established. The accounts of NEC are audited by the Auditor General and I am sure if there was any misappropriation of any assets, he would have ordered an inquiry. Rwomushana is free to come to me and get any information about his concerns on NEC. In 1994 NEC had no assets but I want to assure you that NEC now has a home and several other assets. NEC is now trying to attract investors to co-invest with it since government no longer funds those projects, which are not strategic in nature. Those subsidiaries you are talking about were already collapsing by 1994 because most of them were thin on the ground and lacked committed managers. They were either repossessed by their former owners or were not of any strategic importance to the country. Lt. Col.
