Police to arrest strippers

KAMPALA � Police plans to shut down bars hosting nude shows. Police is targeting New Life Bar in Nakulabye, Kaipin Pub in Ndeeba, Sunset Bar in Ndeeba, Park View and Rock Gardens in Kampala, Kiiga Lane in Kasubi, The Deep and Shallow End in Ntinda. Others are Rock Catalina in Ntinda, California Bar on Luwum Street, Eden Bar in Bwaise and Mambo Bado in Mengo. Police spokesman Assuman Mugenyi told The Monitor yesterday that it is commonplace for bars to host strippers. �We need the support of Kampala City Council because they are the ones that issue licenses and permits,� Mr Mugenyi said. He said there are new groups emerging and are spreading to different parts of the country. He mentioned the Ex Man Adult Show infamously called Kimansulo and Unique Production Kimansulo hosted in different bars in Kampala. These new groups are a breakaway from erotic dancers, Amanda Angels. He said police is charged with keeping law and order. He said Section 162 of the Penal Code Act empowers Police to act. According to subsection (e) of the Penal Code, any person who without lawful excuse publicly does any indecent act shall be deemed idle and disorderly and on conviction shall be liable to imprisonment for seven years. A public place means any place accessed by the public, according to Police. �These places are not clubs that have access restrictions. So many children below the age of 18 enter such places,� Mugenyi said. �As a question of fact, if you [publicly] expose private parts that is indecency and with our society, exposing them is really strangeis there any law which says that people should dance naked?� Mugenyi said. He said that some of the fans of the nude shows are drug traffickers who might turn into hard-core criminals if left free. �Others say that it is their right to enjoy such shows but their rights are not absolute and there must be order in society,� Mugenyi said. |
