On Federalism & Politics In Uganda.
- The government of Uganda must move the Sudanese People Liberation Army Members (SPLA) loitering the city suburbs from Kampala and relocate them near their home country. We have enough problems in our country.
- Ugandans are languishing in poverty with no medicare, schooling facilities, proper housing then how could Uganda provide for SPLA members in Kampala?
- Where does the money which finances their stay come from- where Ugandans like the Bakiga are still bedevilled with land shortage and homelessness?
- Why has Uganda besides the other two African countries failed to get a national identity card?
- Uganda so ambitious to DIRECT AND implement East African federation HAS FAILED TO IMPLEMENT A NATIONAL IDENTIFICATION SYSTEM
- CRIMINALS DON�T WANT TO BE IDENTIFIED.
- Now, Uganda has more than five kingdoms. Why should Buganda become the NRM sole central player in the creation of a federated state as the recent proposal to the constitution review commission present by NRM cabinet suggests!?
- And why NOT all of them; the Busogo, Toro, Ankole, Bakonjo, Bunyoro, Teso, Alur that also embraces the same philosophy?
- It is rather strange that a federated Uganda state even where there is an existing corresponding structure on ground is made to be a Buganda rather than a Uganda issue that has therefore to be made responsible for changing the Uganda constitution!
- What is the motive behind?
- Toro and Bunyoro kingdoms have very strong flowing only comparable to Buganda.
- It is intriguing where facts will suggest that a government that wants and proposed federalism as a system of governance even to CRC, will careless, about other like thinking entities and concentrate on one miner institution of four million people.
- Uganda�s geo-cultural history is basically based on tribal entities, which will make federationism more applicable had NRM government wanted!
- However the creation of more districts suggest otherwise and hindrance to the same is only explained in economic terms i.e. the state can�t finance more RDC.
- How should we view Gadafis� support of Toro? Can we take it that Uganda government can only use kingdoms where it suits its objectives?
- So is Toro kingdom strategy BENT on the social � cultural promotion of the Toro Kingdom or it is a political-military one?
- And what about the issue of the Obugabe of Ankole who finances his palaces and existence?
- NRM is trapped in its an unfinished job � the never materialising revolution and African Liberation. Generating very rare unintended events!
- For NRM this will go on as long as there are still resources UGANDANS TAXES to do so- a sole reason why any right thinking Uganda should not believe in any government propaganda of free and fair political terrain.
- Next, African liberation mooted by NRM is based on a very narrow hypothesis and in a very wrong time.
- Africans liberating themselves from Africans and from what i.e. factional fighting in the Congo, Uganda Kony- NRM, NRM � ADF, Burundi or Rwanda (hutu vs tsuti ) !?
- The war in Congo is not over as yet, since there is no homogeneous force holding power i.e. in case of Rwanda and Uganda with RPF and NRM respectively.
- Comparison can be made for Mozambique with FRELIMO and Angola MPLA-PT and rebel groups that were fighting in those countries.
- That is the natural trend.
- The only alternative to the above where military force is used is a competitive one, where contradictory political forces struggle for power from a point of civility not a primitive military solution.
- The above is not the case in the Congo therefore there is a possibility of war in the not so distance future. Uganda can�t do anything about it.
- Otherwise Burundi or Somalia issue would have been resolved very long time ago.
- This can�t be called African liberation since, such wars are not associated with foreign entities but internal factors and have been going since Africa existed i.e. in case of Uganda with Karamojong, and the Turkan, Bachwezi, Buganda and Bunyoro etc.
- We can as well assume that were there is lack of concrete African state, more certainly society will fall into her history of one tribe liquidating the other as it so happened in Acoli vs NRM.
- Uganda will never solve the question of the Sudan and the government in Kampala should stop forcing our country into problems that the majority people have got no idea about.
- The fossil riches in southern Sudan is another problem that attracts global capital and all its associated complexities where Uganda can do nothing.
- In the Sudan there an equally large number of dark Africans faithfully committed to Islam as well as to Christianity.
- They will fight for the same religio-cultural superiority and indeed the largest government forces in Southern Sudan are made up of dark Islam Africans.
- Islam in Africa is entering a radicalised stage to which the Uganda government MUST SAVE our nation from by stopping its myopic foreign intervention in the name of mundane African liberation.
- Moreover there will never be any political liberation where Africans are still and deeply cognitively, socially and economically in misery created by their very governments. (Acoli, Teso, Katakwi IDP African Liberation camps)
- What happened in Namibia, South Africa is quite different and only comparable to what happened in the rest of Africa in the 60s.
- Time and over again since Sudan independence, conflicts going on into the country have centred around a combination tribal and as well religious issues to, which Uganda has got no control what so ever. Oil has entered the field.
- There has been in fighting in SPLA � how is Uganda to stop that?
- Playing a religious card is a dead end and the government there can�t be directed or driven by Uganda�s African liberation motives and political myopic political rhetoricism.
- The dealings going on behind closed doors between the Sudanese and Uganda regime, is between two political entities not between two different people i.e. Ugandans and Sudanese.
- That is the abursdity to African nationalism.
- History can�t be deleted by revolutions- Africans have their history carried into their future with them into their cultural material welfare and discourses!
- NRM alternative of creating contradictory structures vis � vis covert political organisation i.e. political parties quasi federationism to bifurcate power seeking is only seeding future problems for the country.
- Every revolution collapses sometimes � and Uganda NRM based revolution has collapsed taking with it many innocent souls.
- Otherwise with a huge military force Uganda today has most probably would have a military force that could build roads, repair school and medical centre facilities!
- NRM has to re-event its self and that can only be done by hoodwinking and play it nice with federalism and regionism to gain time for completion of NRM agenda which is a dead end.
- However, and not to antagonise other hostile forces or that NRM will not look politically biased, has to create alternative forces to counter anti-NRM sentiments by NRM becoming something else affiliated to itself. REFORM AGENDA and DP
- This is quite clear from ministerial post allocation after 2002 elections between reform agenda (DP) and NRM!
- How many highly political sounding organisations have registered as political entities apart from those older ones like UPC, DP, CP etc,?
- And if there is true political change NRM fought for and murdered so many innocent people, why should DP, Catholics, Baganda and Reform Agenda become actors and factors in Ugandans political drama as if the rest of the nation does not exist?
- The question is how could social organisation exist without economic base in a modern society? This really surprise me!!!
- My idea of the democratic worker farmers� alliance still burns.
